American Petroleum Institute cancels provisional licensing
The American Petroleum Institute (API) announced that it has closed the provisional licensing for API CH-4, CI-4 (including CI-4 PLUS), CJ-4, CK-4 and FA-4. The decision follows advice from the Volvo/Mack Surveillance Panel of ASTM D02.B02 that the Mack T-12 engine test is now available to be run once again at independent testing labs.
Lubricant marketers with formulations that have been provisionally licensed due to the unavailability of the Mack T-12 test must now obtain a passing Mack T-12 result within six months from the date of API’s notification. The American Petroleum Institute based in Washington, D.C., U.S.A., made the official announcement on September 15, 2021.
This procedure is in accordance with paragraph 6.7 of API 1509 Engine Oil Licensing and Certification System (EOLCS).
Steps to full licensing of oil formulation
Upon passing the Mack T-12 test, the licensee will request full licensing of the formulation by entering a new formulation into the EOLCS online application system and applying the formulation to each affected product before submitting to API for review.
The American Petroleum Institute will review the formulation and, once approved, will withdraw the provisionally licensed formulation. If a provisionally licensed oil does not pass the Mack T-12, the licensee must notify API immediately. The licensee agrees to take whatever corrective action, including product recall, necessary to protect consumers or API within a time frame to be specified by API.
If a new oil formulation is not received by API by the end of the six-month period, API will cancel the provisional license for that formulation, and it will be removed from any associated products. If no active formulation remains for a product, API will cancel the product and notify the licensee that the API S Service Category in the API Service Symbol and the API Certification Mark shall no longer be displayed on the label of that product.
